UIDAI Project is India’s Universal ID program seeking to ambitiously provide a unique identity to each of its 1.3 billon residents. As of July 2018, more than 1.2 billion people were successfully enrolled with fingerprint and iris recognition.
At the beginning, fingerprint scan is the only biometric modality which was chosen. However, 15% of Indian people failed to register with fingerprint because a majority of Indian population is manual laborers such as farmers with damaged fingerprints. UIDAI later decided to include iris recognition as a primary biometric modality which was proven to perform with higher accuracy and inclusion than fingerprint, according to a report by the Center for Global Development (CGDEV).
The Standardization Testing and Quality Certification (STQC) is the most important certificate that any company who wants to supply for UIDAI project needs to obtain. The STQC Directorate will conduct tests on biometric products to see if biometric devices meet their given standards. The test evaluates the devices in terms of image quality (good image capturing algorithm), image extractor (ISO K7 image generation algorithm), and the stability (working stably on the field).
The test has been conducted in an actual field wherein tested devices are required to work under various lighting conditions and within time constraints. For instance, for the test made in 2013 for the authentication devices, UIDAI made extensive tests for many consecutive days on the sample database of 5,326 residents, including those with abnormal iris and pupil shapes due to eye diseases. IriTech’s IriShield series with embedded NIST-proven superior iris algorithms made a remarkable result - only 1 false rejection error out of 5,326 totally processed (0.018776%).
